Proactive policies
From the documents I sourced, I found evidence that Santa Clara University first began showing recognition towards the natural inequality of female and male students' safety in the mid-70s and 80s. The Residence Hall and Student Life office started an escort service for female students, which would utilize male student volunteers as the escorts which could accompany a co-ed back to wherever she lived with the ease of placing a phone call. Another document I linked here is a pamphlet from the women's center, detailing the steps to take if one experienced sexual harassment, and descriptions of what it could entail. My interpretation of the pamphlet, through the syntax used, is that many of those descriptions of sexual harassment were not recognized in mainstream media or society at the time.
